New Yard Waste Cart and An Updated Ordinance
Beginning next year, a new set of rules to manage your yard clippings in Holly Springs
‘Tis the season for falling leaves, rakes and piles of debris along the curb.
For several years, Holly Springs utility workers managed picking up all of this yard waste without us giving it a lot of thought but beginning next year, things will be changing.
Currently, the town is managing the leaf collection system. In 2022, the town started to rely on a zone schedule which allows the workers to pick up leaves in an efficient manner.
While the leaf collection system used by the vacuum trucks works well, the same cannot be said for the grass clippings. Beginning next year, the town will stop using the vacuum trucks for grass clippings because the machines often get clogged and break down. Instead, the town will be handing out yard waste carts. The carts will be used to collect grass clippings and other yard debris.
According to town staff, the switch to the carts (and trucks used to pick up the carts) will also help the town keep up with the growth.
For those who have a lot of yard waste, there is a convenience center where you can drop off items. It opened earlier this year.
Updated Ordinance
Last updated in 2007, the town staff wanted to update the yard ordinance to align it with the changes that are taking place.
Part of the revisions include a requirement by homeowners to schedule yard waste pickup if there’s too much to be placed in the cart. There will be a fee for this pickup depending on the amount of the yard waste. Per town staff, you will have to pay before pickup.
For breaking the rules, here are the fines:
You can opt out of using the cart but you will still be billed for the service. The council approved the costs to distribute the carts and the ordinance changes. The new carts will be handed out starting in January.
Will putting leaves out other than the correct Monday be counted as "breaking the rules" for fine purposes?
